A Hope For Relaxed Regulations By USDA Secretary to Hemp Supporters
Sonny Perdue, USDA Secretary, gave hope for relaxed rules and regulations to the stakeholders in the hemp industry during a hearing before the Senate Appropriations Committee.
Senator Jeff Merkley questioned Perdue, whether the short-term final legislation for hemp could be considered a draft or final plan.
If it is approved as a final plan, the legislation would only allow states, that have shown concern with the federal rules, to function under the terms of the 2014 Farm Bill for one more year.
Perdue said, “I would effectively say it’s a draft plan. As you know, this is a very particular crop. We learned as we went, and we tried to figure out the best we could.”
Perdue added that if the final rule in 2021 can not address state issues, he “will be completely as flexible as the law allows”.
Perdue said, the agency’s target for the 2020 growing season was to bring all the states “under the federal umbrella” for the 2020 growing season, but he understood why states chose not to submit hemp plans.
Hemp supporters have raised a few big issues including the risk level of THC and laboratory testing criteria.
The USDA demonstrated its versatility when it postponed laboratory testing criteria, such as requiring that samples of hemp be sent to DEA-registered labs.
Another growing season was given to use the 2014 rules in the comments of Perdue’s.
The secretary also stated that some of the restrictive guidelines in the rules were the responsibility of the Drug Enforcement Administration.
Perdue said, “You may also know that we had some DAE pushbacks in the rules, that didn’t want the whole program to start.”
The final law on hemp is expected to come in 2021.
Hemp Industries Association And President get separated
The Hemp Industries Association (HIA) and President Joy Beckermanhas have mutually split their ways.
Rick Trojan, HIA Vice President, will assume the presidential functions until a new president is selected.
In a press release, Trojan said, “Joy has been a major asset to the HIA and the hemp industry in general. We are all appreciative of her efforts and leadership.”Nonetheless,it became apparent as she explained her time constraints and many commitments with other organizations that the HIA needed a change; not only to ensure the unified implementation of our upcoming initiatives but also to enable Joy to concentrate on her other endeavors.”
Beckerman is the Executive Vice President of the US Hemp Roundtable, Vice President of the US Hemp Authority, the Founder and Principal Consultant at Hemp Ace International, and the Regulatory Officer & Industry Liaison for Elixinol.
According to Hemp Industry Daily, Beckerman told the publication she was “surprised and puzzled by the press release” because she “didn’t plan anything for the consideration of anyone, for permission of anyone.”
Trojan said the association is switching post-prohibition approaches, such as concentrating on banking rules and regulation and digital marketing.
The HIA was founded in 1994 with the mission “to foster the hemp economy and educate the industry for the betterment of our members, the public, and the world.”
