California Reconsiders Bill To Permit CBD In Drinks And Food
Legislators in California are reconsidering a bill that would permit the use of CBD in drinks and food after the legislation failed in the Senate late last year.
The California Department of Public Health in 2018, stated that it was not allowed to add CBD oil to drink or food as such use had not been approved by the FDA.
In response, a CBD bill was drafted by the legislators with the help of stakeholders in the hemp industry, such as the US Hemp Roundtable.
On May 16, 2019, the bill was approved in the House Appropriations Committee and passed the House less than a week later on May 22.
Before the end of June, two committees passed this legislation in the Senate, but the Senate Appropriations Committee had abandoned it in August.
When the bill was suspended, Assemblymember Cecilia Aguiar-Curry, the bill’s sponsor, said that Governor asked them to work with his staff during the interim on the complicated issue of food safety related to CBD, as well as on the complex regulations related to selling products in marijuana dispensaries in the state.
Furthermore, he said, “Irrespective of the today’s action in Senate Appropriations, I am sure that we will have a bill ready to be signed by the Governor at the early next year, so that our producers of hemp-CBD and California hemp farmers can enjoy the benefits of this new multi-billion dollar opportunity.”
A revised version of the bill would fix these changes and placed CBD products derived from hemp under the regulation of the California Department of Public Health.
This will be debated again in the Senate Appropriations Committee after the lawmakers have finished updating the legislation
It may appear on the governor’s desk by March.

Hemp, CBD Legalization Bill Is Approved By The South Dakota House Committee
A Bill that will permit the production of hemp and sale of CBD products in The Mount Rushmore State has been approved in the House committee of the South Dakota House committee. However, there are issues with how to finance the hemp program.
Last year, Governor Kristi Noem overruled the hemp legalization bill.
In January, Governor Noem said that if the legislators stayed within her “guardrails,” she would not use her veto again.
Noem predicts that the plan would cost $3.5 million and has asked legislations to find room for it in the state budget.
Lee Qualm, house Majority Leader, confident that funding will work out, and he anticipates the House to pass the bill.
Qualm also claims that this year, the farmers will get to start growing hemp, US Department of Agriculture (USDA) will have to approve the state’s program.
The USDA has recently authorized the hemp plans of several tribes and six states: Texas, Ohio, New Jersey, Nebraska, Louisiana, and Delaware.
Nonetheless, states like Colorado and Kentucky have decided to carry on with their hemp pilot programs as outlined under the 2014 Farm Bill for one another year to force the USDA to amend its Interim Final Rule on hemp.
